693-20. New development signs.
A. Permit.
(1) New development signs will be authorized on an annual permit basis, subject
to compliance with this article.
(2) New development sign permits will be valid for no more than one year and
may be renewed annually.
(3) As evidence that a permit has been obtained for a new development sign, a
sign permit identifier will be issued by the City and shall be posted by the
person to whom the permit was issued in a designated place on the sign.
B. Location; ratio.
(1) The number of new development signs shall not exceed 10 signs for every
project and shall be limited to groupings of not more than five signs.

(2) The groupings referred to in Subsection B(1) shall be:
(a) Restricted to two corners of a street intersection;
(b) Restricted to two on each street block and not placed closer than 100
metres from any other grouping of new development signs on the same
side of the street; and
(c) Not placed adjacent to residential property except for the rear property
line of the lot or a lot that is undeveloped.
C. Timing.
(1) No new development sign may be erected, nor shall an application for a
permit for a new development sign be accepted, until Council has approved
the required zoning by-laws pertaining to that development.
(2) No new development sign shall be displayed or erected on a street before 5:00
p.m. on a Friday, or after 7:00 a.m. of the immediately following Monday.
(3) For the purposes of Subsection C(2), where a Friday or Monday is a statutory
holiday, the hours shall be extended only to the extent necessary to include the
statutory holiday.
D. Physical criteria.
(1) The sign structure of each new development sign shall:
(a) Contain no more than two sign faces, each sign face having a maximum
area of 1.5 square metres (16 square feet); and
(b) Be a maximum height of 1.2 metres (four feet).
(2) New development signs shall not be located where parking is permitted at the
curbside.
(3) New development signs shall not be animated, illuminated, have flashing
lights, emit sound or have an electronic device to create or simulate motion,
nor have any attachments adding to its overall dimensions.

Somali Coast Guard

News Outlets:  Somalian pirates are creating havoc on the eastern coast of Africa through their hostage taking, and other pirate-esque shananigans.

Things they are missing (besides johnny depp):

Somalia has not had a central government for more than a decade. When the government seized to exist, so did the people’s ability to defend their sovereignty.  foreign fishing boats exploited somalia’s fish stock. They did not have the institutions to exert their power over their waters. Canada, on the other hand has the Coast Guard which has settled these problems in the past.  In 1995, the Canadian Coast Guard took control of a Spanish trawler for fishing over the allowed limit while within 200 miles of the Canadian coast (meaning it is canadian territory). 70% of Somalians think that the pirates are a legit form of coastal defence.

On top of the fishing issue, appearantly companies with toxic waste to dump have been keen to take advantage of the situation.  Barrels labeled “medical waste” have turned up on

Problem:  foreigners are ruining your fishing industry and hurting your people’s health and overall well being by having boats in your territory.

Solution:  Get some boats, get some guns, and fuck’em up for being assholes.

A interesting sidenote to the story is the Somalians blocking/pirating a Ukrainian (we’re assholes too) shipment of Tanks (killing machines) to Kenya, which will then be sent to the Southern government of Sudan (which fought for autonomy from the North, which is the official, powerful, darfur genociding side). Both the North and South have a 2005 peace agreement with each other, which calls for no rearmament until 2011.  2011 is when the country will have a refendum of splitting the nation into two. Darfur is in the West (outside of the agreement), and from my understanding, has an ally in the Southern government.

Two power centres, both likely arming themselves, both with murderous histories.  The south which has been ruled by the nouth is trying to take power back.  depending on US troop levels in Iraq and Afghanistan, I would say that a civil war could be a brewing.

back to Pirates!  If you are in another peoples land, you must follow their rules.  In Somalia, there are no rules.  So enter at your own risk.

However, I plea with you (person who risks it).  Do not go in the water.  News outlets have enough useless distractions to report on, and an american captain being held hostage is just too easy for them.  Dont give them more ammunition.  There are already too much useless, sensationalist stories that the masses love to be entertained by.

Questioning the AIG exec payoffs with Eliot Spitzer

This is an article written by Eliot “Sheriff of Wallstreet” Spitzer, the former governor and attorney general of New York, about AIG bonuses. He believes the real scandal isnt that AIG is paying out $165 million to executives, but the fact that all of AIG’s contracts are being held at par and not being renegotiated. The parties with which AIG holds these contracts? Goldman, Bank of America, Merrill Lynch, UBS, JPMorgan Chase, Morgan Stanley, Deutsche Bank, Barclays, etc… firms which have received ridiculous amounts of money from the US federal government.

When the guy who made his name going after white collar crime in New York, including charging former AIG CEO Hank Greenberg with deceptive accounting claims, says that “the appearance that this was all an inside job is overwhelming. AIG was nothing more than a conduit for huge capital flows to the same old suspects, with no reason or explanation.” then I think something is up. When the news outlets go with the story that this guy says is BS, i think something is up. When the current NY attorney general, the president, and the former CEO of AIG focus on the $165m bonus story (compared to the $160 billion AIG has received) it makes me think something is up.

Almost exactly one year ago, when shit was really starting to hit the fan on wallstreet Spitzer,a guy who fights corporate crime, was caught in a prositution scandal. He probably did the deeds, so he kind of brought it on himself. But he seems like a smart man, and he was in the business of busting organized crime and prositution. Usually the guys who know the rules know how to avoid getting caught. And if they are caught, their position of power may be able to silence anyone who happened to stumble upon their misconduct. So i would say the odds of him getting busted without any outside interference is small. In the end the New York Times broke a story about his meetings up with prositutes, he resigned and to my knowledge was not charged with anything.

If you were the head of a large financial insitution and had some clue as to what was coming up on the horizon, would you want Eliot Spitzer as one of the guys checking out your books? Would hiring someone to find out if he’s done some dirty business be an easy way to get rid of him and ruin his credibility?

Remember that Spitzer was elected to office as “The Sheriff of Wall Street”, and now in this environment he has something to say and no large media outlet covers it. Who knows what actually happened, but its fun to think about it sometimes… it could probably make a good movie or, hopefully, a good documentary someday soon.
